International Address for Singapore Glitch: State N/A option?

No matter what I do, or how many chats and phone calls I make, I cannot get the Online Express form to correctly configure for Singapore. Is using N/A an option in the states table?

It seems that even if I use New Zealand as a template, (NZ also has no states), it requires a suburb. Singapore has no states or suburbs. I don't have a credit card with a Singapore address to try it out. I was told by RE and OLX help folks that they have seen users with N/A for the state. Does that work? Thanks.
