How do I get Online Express enabled?

Options
We seem to have everything setup, but when I log in as supervisor, select the Online Express button, enter my Site ID and contact email, I get a message that Online Express has not been enabled and check with my account manager.

    Same thing is happening for us.  Is there a simple fix?
