Do gifts get merged in Luminate during the RELO process?

I have a question. We have luminate and Raiser's Edge intergrated with the RELO plug in. We have had some issues with duplicates given the size of our database (about 500K records). I love how RELO merges records in RE and prevents duplicates, but are the gifts supposed to merged between Luminate profiles before the system inactivates one of the profiles? I heard from support that they are but this is not being consistently done in our system. It is alot of work to go back and change the donor for all of the profiles we make inactivate. Any insight would be wonderful.
