Requiring a Fee to create a Personal Fundraising Fund

In addition to the recent Blackbaud issue where spammers are attacking the Luminate Online Personal Fundraising guestbooks, our organization has actually been experiencing the issue where spammers are creating spam funds under our main published personal fundraising campaign for memorials.


We have been remediating these spam funds by disabling the fund and removing the donor from Luminate.  We have also been  implementing workarounds to deter the creation of these funds such as implementing re-captcha.  This has been unsuccessful thus far.  To my knowledge, I believe our last option is to require a personal fundraising fee in order for the fund to be created.


Have any of your organizations implemented a personal fund creation fee and if so, did it have a detrimental affect on personal fundraising revenue?
