External Email Allowing Constituents to Opt-Out of Convio-sent Emails

Our scenario is this: we have an email being sent out externally through an ECOA (email change of address) vendor process.  Only problem is that, from what I can tell, this would be impossible to do without sending it through Convio CRM, because to finalize an unsubscribe request, each recipient would have to receive a Unique ID in the Unsubscribe link in order to effectively change the C360 records.

IS there a way to send our EXTERNAL email to point to a generic (no unique IDs) level Opt-Out that allows an email recipient to type in their email address and have Convio change the records as it does when there is a unique ID in use?
