Report Writer Filter: Filter for >0 values OR blank/empty values at same time?

I've got a custom field in Convio that keeps the offline HPC (highest previous contribution) of our constituents. The value for this field, unless I update it, is NULL. When I import values into this field, I may import the value of 0. (These folks aren't really donors, but are in our offline database.)

In a report I'm trying to filter for non-donors, so filter out anyone who has an HPC>0. When I use this criteria, Convio doesn't return the folks that have a NULL value. So, I guess what I really want is anyone with a NULL value OR anyone with an HPC>0. The filter options don't appear to have this flexibility. Am I missing something?
