How to get regional newspapers to appear in LTE tool?

The Letter to the Editor tool is not providing people with the option of submitting their LTEs to nearby regional papers.

For example, in Ann Arbor, MI I am not given the opportunity to submit to the Detroit paper (only 45 minutes away and our regional news source), and in Richmond, KY, I am not given the option of submitting to the Lexington paper (30 minutes away and the regional paper that folks there subscribe to).

Is there a fix for this?
