Limit Number of RSVPs by Security Category

I'm trying to build a page in Events for our annual Members' Halloween Event. The event is free this year, so I'm using an RSVP (though I have looked into whether a zero dollar ticketed event or multi-part event could do what I want, but haven't found the answer).

Each membership/donor level has a different maximum number of tickets they can reserve. For example, our Associate-level members can get two tickets to the event; our Patron-level members can get four tickets to the event; and so on. I have created created security categories that represent the maximum number of tickets any constituent can reserve, but can't find a way to actually do it in the Events module.

Is there any way to limit the maximum number of tickets someone can get based on their security category?
