S37 Track Click-Throughs ??

From the STag documentation:

S37 Track Click-Throughs Not for Clients

Use the S37 tag to render redirect URL to track click-throughs.

It renders something like: hBbHfJdw8LtXx2cl2FGLYQ..

I don't really understand how to make use of this tag, and the documentation doesn't provide much help...  where in Convio is this data kept?  Why does it say "Not for Clients" ??  If it's not supposed to be used in any context clients have access to, this should be made much more clear in the docs...
