Surveys are not actions?

I'm testing our auto-registration process across several different actions. When I filled out a Survey, it did not generate an e-mail with a username/pw like our other actions.

I did look in our Autresponder Center and found that a default Survey autoresponder has not been created. But I'm not so much concerned with that as why the New User (or even Automatic Registration) autoresponder did not deploy.

Are Surveys not considered an action? I would think the New User autoresponder would still trigger because the survey I tested contains the Constituent Registration Information question. And my test e-mail was new to the system.

Any thoughts?
