Overview:

Founded in 2002 by President William J. Clinton, the Clinton Health Access Initiative (CHAI) is a global health organization committed to strengthening integrated health systems around the world and expanding access to care and treatment for HIV/AIDS, malaria and other illnesses. Based on the premise that business-oriented strategy can facilitate solutions to global health challenges, CHAI acts as a catalyst to mobilize new resources and optimize the impact of these resources to save lives, via improved organization of commodity markets and more effective local management. CHAI's teams are working side-by-side with more than 30 governments to tackle many of the largest barriers to effective health care.

 

In 2014, CHAI established a partnership with the Ministry of Health (MOH) in Lao PDR to provide technical assistance focused on procurement and supply chain management (PSCM) strengthening activities for multiple health programs in the country. The primary objective of this work is to ensure consistent availability of the appropriate medicines and commodities in the necessary places at the appropriate time. The activities are focused on strengthening multiple aspects of the supply chain particularly for HIV, TB, Malaria and MCHC medicines and commodities, with an emphasis on identifying opportunities to develop integrated solutions. All activities are done together with Ministry of Health (MoH), with the goal of building capacity of relevant MoH staff to effectively manage PSCM of health commodities.



Responsibilities:

Summary of Position:

 

CHAI is seeking a highly motivated individual with outstanding credentials, analytical ability, management capabilities, and communication skills to serve as a PSCM Associate. As part of the PSCM Team, the Associate will work very closely with the Principal Recipient (PR) Office of the Global Fund (GFATM), Medical Products Supply Center (MPSC), various MoH national health programs, health facility staff members at different levels of the health system and Partners to provide critical technical assistance on multiple aspects of PSCM strengthening.

 

The Associate will primarily provide support to the MoH to plan and coordinate efforts around increasing the availability and appropriate utilization of logistics data to support improved reporting and decision-making. This will include visits to sites to understand PSCM gaps and needs, developing site-specific plans to strengthen the gaps identified, conduct trainings on an electronic logistics management information system (eLMIS) that the Team is supporting the MoH to scale-up and the appropriate use logistics data, and monthly logistics supervision visits to sites. While the Associate will be based in Vientiane, Lao PDR, this role will involve significant field travel to other provinces around the country.

 

The Associate will also support the Team to strengthen related PSCM processes like forecasting, stock reporting and monitoring, and distribution, storage and stock management of health commodities.

 

 

Responsibilities:

 

Key responsibilities of the PSCM Associate will include, but are not limited to, the following:

 

  • Planning and coordinating activities to support the scale-up of the eLMIS and strengthen related PSCM processes. This includes, but is not limited to:
    • Helping to identify and train additional central and subnational program staff to support users at health facilities to use the eLMIS, utilize logistics data appropriately and supervise PSCM processes
    • Planning for and participating in visits to sites to do PSCM assessments, trainings and capacity building, and follow-up visits. This will include creating and/or reviewing budgets and agendas for these visits
    • Creating and/or reviewing detailed PSCM strengthening plans for each site
    • Creating, updating and/or reviewing PSCM training materials and job aids
    • Building the capacity of health facility to understand and implement good storage practices and process flows
  • Contribute to the improvement of other related PSCM processes including the development and/or strengthening of standard operating procedures, training curricula, program policy documents and relevant tools.
  • Support monitoring and evaluation of key activities including data collection
  • Contribute to monthly program updates and reports to the MoH and donors



Qualifications:

  • Bachelor’s degree or higher and at least 2-3 years of professional experience in the private or public sector
  • Excellent problem solving, analytical, and quantitative skills, including significant experience working in Excel
  • Strong planning, coordination and organizational skills
  • Ability to absorb and synthesize a broad range of information, adapt quickly to new situations, and learn on the job
  • Strong diplomatic and interpersonal skills, and the ability to build professional and collaborative relationships with a range of stakeholders
  • Ability to handle multiple work streams in parallel, set priorities, and work independently and quickly with limited supervision
  • Strong written and oral communication skills in English, including the ability to prepare compelling presentations and program planning and memo documents

 

Advantages:
