Any suggestions on a fairly reliable cell phone finder website?

We're experiencing more and more donors going to cell phones. Has anyone found a website that's fairly reliable (and cheap) for finding cell phone numbers?

I was under the impression that maintaining cellphone lists for purchase or lookup, from a direct marketing standpoint, was illegal under one of the telecommunications acts, but I don't recall which one.  You can find out if a number is a cell number, but not who it belongs to.

Tim: While is illegal for a "for-profit" company to buy cell phone numbers from a purchased lists, non-profits can get cell phone appends for their list of constituents. There are several firms that can do this type of append.
