Founded in 2002 by President William J. Clinton, the Clinton Health Access Initiative (CHAI) is a global health organization committed to strengthening integrated health systems around the world and expanding access to care and treatment for HIV/AIDS, malaria and other illnesses. Based on the premise that business oriented strategy can facilitate solutions to global health challenges, CHAI acts as a catalyst to mobilize new resources and optimize the impact of these resources to save lives, via improved organization of commodity markets and more effective local management. By working hand-in-hand with governments and other NGO partners, CHAI is focused on large scale impact and, to date, CHAI has helped governments design and implement health systems strengthening programs in over 15 countries and improve access to drugs and commodities in nearly 70 countries.

 

Health Workforce:

CHAI's Health Workforce programs aim to build the health education infrastructure and health workforce necessary to create high quality, sustainable healthcare systems in developing countries. CHAI is focusing its efforts in three strategic focus areas: 1) significantly increasing the number of qualified health workers by improving education infrastructure 2) optimizing the distribution and productivity of health workers and 3) improving management capacity of governments

 

CHAI began working in Liberia in 2006 after the end of the country’s second civil war and was the first international non-governmental organization to register and serve the government. CHAI serves as a central advisor to the Ministry of Health and operates in a seconded fashion with offices located in the Ministry of Health. In 2014, CHAI supported the Government of Liberia to develop a bold, comprehensive Health Workforce Program to guide national and donor funds to achieve the objectives laid out in Liberia’s 2011 National Human Resources Policy and Plan (HRPP). The resulting multi-sectorial strategy articulates Liberia’s need to increase health faculty at training institutions and medical infrastructure at training hospitals in order to achieve an aggressive scale-up plan that will increase the quality, skill-diversity and quantity of health professionals including physicians, nurses, midwives, community health workers and healthcare manager trained in Liberia. Additional interventions are planned to improve policy, planning and management of the health workforce at the Ministry of Health and Education. The strategy emphasizes the country’s desire to move from Ebola containment and treatment to prevention of a recurrence, which will only be achieved through rebuilding and strengthening the health system holistically. In 2015, CHAI is supporting the Government of Liberia to mobilize resources for Liberia’s training institutions and government to ensure development and management of existing and new health professional training programs. In addition, CHAI is leading a coalition of advocacy and implementation partners to support Liberia's Ministry of Health with implementation activities.

 

CHAI is currently seeking an Associate for the Health Workforce Program team to support a myriad of priorities across program component areas. Projects include the development and execution of a Liberian educator hiring plan for targeted health professional training institutions including Liberian nursing and midwifery, medical and postgraduate training institutions as well as providing implementation support to program component leads. The Associate will need to have strong analytical, coordination, communication and management skills in order to multi-task and work independently.

 

The Associate will serve as a key member of the Health Workforce Program team and the offices of the Ministers of Health and Education. The Associate will provide analytical and modeling capacity to facilitate planning and implementation activities.

 

Candidates must have excellent planning, management, writing, analytical, communication and cultural sensitivity skills as they will be working closely with government and external partners. The candidate must have a passion for results and a commitment to excellence.

  • Support the Health Workforce Program team to develop planning and implementation materials such as strategic plans, implementation guides, timelines, etc.
  • Develop routine communication mechanisms to ensure dissemination of decisions and follow-up items to relevant stakeholders
  • Support the development of a strategy/plan to establish a Health Professions Education Directorate to recruit, deploy and motivate health professions educators at targeted training institutions
  • Lead costing and modelling to plan for the absorption educators hired by Health Workforce Program donor funds
  • Develop strong working relationships with key stakeholders including government focal points, international partners, donors and NGOs, and ensure maximum coordination of resources and effort for successful implementation and scale-up
  • Collaborate with government focal points to ensure skills transfer and government ownership
  • Support the CHAI’s management team to define the overall strategy within the education program area, develop clear operational plans for execution, and continually identify opportunities for CHAI to add value and maximize impact
  • Support CHAI’s management team to develop and manage work plans, models, budgets, schedules and logistics plans for key activities
  • Provide support as needed to Ministry of Health’s Health Workforce Program team

 

 

  • Bachelor's Degree or equivalent plus 3 years work experience
  • Demonstrated strong analytical, leadership, and problem solving skills
  • Ability to work independently and effectively in high-pressure, fast-paced environment and handle multiple tasks simultaneously
  • Proven ability to build relationships with a range of stakeholders and drive immediate results
  • Strong analytical and modeling skills to inform strategies and intervention design
  • Entrepreneurial mindset, including ability to work independently, self-motivate and propose and implement new initiatives
  • Demonstrated strong writing skills
  • Ability to work with teams across time zones and locations
  • Ability to work with humility and achieve results
  • High levels of proficiency in Microsoft Word, Excel, PowerPoint, and internet applications

 

 

Preferred Qualifications:

  • Advanced Degree plus 2 years work experience
