New Event registration part and issue with number of registrants

On the new Event registration part, I chose 2 registrants but it made me enter last names for 4 registrants in order to proceed. I can't find anything in KB about this issue, any comments?

My guess is that we've got "2" filled in for participants/units. This means we're saying each ticket is two participants. If we want each ticket to be 1 person we need to fill in 1 for participants/units.

So how do you limit the number of registrants for the event?
