Is there any way to create users in NetCommunity so that a signup request is created in RE (without deleting and undeleting the user)?

I want to manually create a new user in NetCommunity (not through our signup form). I then want to link those users to constituent records in RE. I know you can delete the user, then UNdelete it to create the signup request, but I want to know if there is an easier, less convoluted way to do this.

If your goal is to link these users to The Raiser's Edge, the easy way to do this is through creating them in the New User Registration, not through the back end.
