Cellpadding feature in tables - where is it? how do i insert it?

I'm trying to insert margins in my table. In Blackbaud's program basics guide - it says i should be able to change the spacing through cell properties by selecting "cellpadding" and choosing the number of pixels. But net community doesn't give me the cellpadding option (see photo) so how do i insert it manually into the code?
