Navigation Menu does not allow specific users to link to menu item

We are having trouble with a navigation menu part on our template that does not allow us to selectively assign users to each menu item. When we go to targeting and security to assign users to a menu item the same users appear in ALL the menu items. This part worked fine before and now it is not working. Any recommendations?

    Hey Anne,

    The menu looks at the targeting & security tab of the page, so when we're trying to hide a link on the menu instead of editing the menu let's go the page properties of the page that link goes to. So long as we're making our links by selecting a NetCommunity page, this'll work.
