Founded in 2002 by President William J. Clinton, the Clinton Health Access Initiative (CHAI) works to broaden access to life-saving treatment for HIV/AIDS, tuberculosis and malaria patients in the poorest parts of the world. As part of this mission, CHAI’s “Access Programs” approach global public health challenges with market-based strategies, using simultaneous engagement on both the supply and demand sides of the market. On the supply side, CHAI engages with suppliers of essential drugs and diagnostics to improve access to products by lowering prices, accelerating new products to market, and sharing market intelligence. On the demand side, CHAI organizes and consolidates demand for health commodities by helping governments to scale up treatment programs, mobilize new resources, improve procurement processes, and enhance local human resource capacity. Working with over 30 governments and other partners, CHAI is focused on large-scale impact on many of the largest barriers to effective treatment and care.

 

CHAI Myanmar is an innovative, rapidly expanding country program that is on the forefront of improving access to medicines and strengthening national systems to deliver quality health care services for HIV/AIDS, malaria, tuberculosis, hepatitis, maternal and child health, and vaccines in Myanmar. We are currently seeking a qualified individual for the position of Associate, Technology Solutions Program, who will be based in Yangon with travel to both Nay Pi Taw and other field sites in the country. Reporting to the Deputy Country Director, the Associate will focus mainly on developing and implementing an electronic patient management system (OpenMRS) for HIV/AIDS and TB patients enrolled into care and treatments in Myanmar, in collaboration with the National AIDS Program (NAP), National TB Program (NTP), WHO, UNICEF, 3MDG Fund and other relevant partners.


Job Requirements

• Support NAP and NTP to establish a national electronic patient management system that is scalable across service delivery sites, state/regions and national level;

• Provide technical expertise on information technology including clarifying and documenting software and hardware requirements for establishing offline (local-area-networks-based) and online systems at hospitals;

• Work closely with external software developers on system design of OpenMRS, GX-Alert and DHIS2;

• Provide technical input into developing customised modules in OpenMRS, GX-Alert and DHIS2 based on existing clinical work flow and paper forms for both HIV/AIDS and TB treatment programs;

• Make changes to forms (xforms, xml and HTML) for use in OpenMRS;

• Conduct training and orientation of users for OpenMRS, GX-Alert and DHIS2 at project pilot sites and subsequent national-scale up across all states and regions as required;

• Lead coordination of system installations at service delivery sites including servers and client access configuration;

• Participate in end-user trainings;

• Lead development of user training materials and SOPs; and

• Contribute to overall CHAI work in strengthening public sector information management systems including the evaluation, adoption, and uptake of new innovative health technology solutions, and in the process become a trusted advisor to the Myanmar Ministry of Health and partners.

 

• Strong experience with OpenMRS and DHIS2 programming and implementation (including JAVA, MySQL, reporting and module development).

• Demonstrate strong information technology or information systems technical skills

• Fluency in English both written and oral

• Ability to work on complex problems without extensive support

• Diploma or Bachelor degree in computing, management information sciences or related IT or equivalent experience.

• 5+ years experience working in IT-related companies
