Founded in 2002 by President William J. Clinton, the Clinton Health Access Initiative (CHAI) is a global health organization committed to strengthening integrated health systems around the world and expanding access to care and treatment for HIV/AIDS, malaria and other illnesses. Based on the premise that business oriented strategy can facilitate solutions to global health challenges, CHAI acts as a catalyst to mobilize new resources and optimize the impact of these resources to save lives, via improved organization of commodity markets and more effective local management. By working in association with governments and other NGO partners, CHAI is focused on large scale impact and, to date, CHAI has secured lower pricing agreements for treatment options in more than 70 countries. In addition, CHAI's teams are working side-by-side with over 30 governments to tackle many of the largest barriers to effective treatment and care.

 

Human Resources for Health: 

CHAI's Human Resources for Health (HRH) Programs aim to build the health education infrastructure and health workforce necessary to create high quality, sustainable healthcare systems in developing countries. CHAI is focusing its efforts in three strategic focus areas: 1) significantly increasing the number of qualified health workers 2) optimizing the distribution of health workers 3) improving health worker productivity. 

 

In 2014, CHAI supported the Government of Liberia to develop a bold, comprehensive Health Workforce Program to guide national and donor funds to achieve the objectives laid out in Liberia’s 2011 National Human Resources Policy and Plan (HRPP). The resulting strategy articulates Liberia’s need to increase health faculty at training institutions and medical infrastructure at training hospitals in order to achieve an aggressive scale-up plan that will increase the quality, skill-diversity and quantity of health professionals trained in Liberia. The strategy emphasizes the country’s desire to move from Ebola containment and treatment to prevention of a recurrence, which will only be achieved through rebuilding and strengthening the health system holistically.

 

In 2015, CHAI is supporting the Government of Liberia to mobilize resources for Liberia’s training institutions and government to ensure development and management of existing and new health professional training programs. In addition, CHAI is leading a coalition of advocacy and implementation partners to support Liberia's Ministry of Health with pre-implementation activities. 

 

CHAI is currently seeking a highly motivated and flexible individual to provide analytical support to the Ministry of Health in Liberia.  Candidates must have excellent planning, management, writing, analytical, communication and cultural sensitivity skills as they will be working closely with government and external partners.  The candidate must have a passion for results and a commitment to excellence.

 

Position Overview

The Health Financing Analyst will support the Ministry of Health to understand the cost of remunerating the health workforce in full, articulate existing/anticipated financial gaps and priorities, and secure needed funds. S/he will facilitate a strong understanding of the financial feasibility of the Health Workforce Program and the government’s ability to absorb clinical cadres onto payroll as well as the government’s long-term ability to transition Community Health Workers onto government payroll. In addition, the Health Financing Analyst will support the Liberia HRH Team to cost the Health Workforce Program as the details of the program’s implementation are fleshed out with government and partner stakeholders.

 

The position will be based in Monrovia, Liberia.

 



Responsibilities to the Government of Liberia:

  • Facilitate Ministry of Finance (MOF) and Civil Service Agency (CSA) engagement in health workforce absorption policies and discussion
  • Liaise with CSA and MOF on absorption of Community Health Workers onto payroll
  • Analyze donor and public health spending on the workforce to advise on policies to facilitate health worker job creation
  • Support the Ministry of Health and the Government of Liberia to articulate the resources needed to secure necessary funds and absorb the health workforce
  • Provide assistance to the Ministry of Health and MOF, as needed, for workforce related requests
  • Liaise closely with technical partners and government to monitor and evaluate interventions against objectives and targets, bringing in technical expertise when needed to ensure rapid implementation

Responsibilities to CHAI:

  • Support CHAI’s in-country and global team to fine-tune costing for the Health Workforce Program and liaise with the MOH to ensure updates are reflected in the health sector’s investment plan
  • Develop clear operational plans for execution, and continually identify opportunities for CHAI to add value and maximize impact
  • Perform other tasks as necessary

Job Requirements
  • Strong writing and analytical skills and experience building and analyzing quantitative and financial models in MS Excel
  • Ability to translate large and complex data sets into well-written and clear reports, charts,  pivots, and compelling PowerPoint presentations to inform decision-making
  • Strong interpersonal and communication skills – both written and oral - and an ability to build professional relationships
  • Comfortable interacting with high level partners and senior government officials;
  • Ability to work with teams across time zones and locations
  • Natural ability to build strategic relationships
  • Ability to learn on the job quickly and absorb/synthesize a broad range of information

Experience:

  • Bachelor’s degree plus 2 years of relevant professional experience in a demanding, results-oriented environment OR Advanced degree plus 1 year of relevant professional experience in a demanding, results-oriented environment
  • Experience in a rigorous private or public position, with increasing levels of responsibility and leadership
