In 2002, the Clinton Health Access Initiative (CHAI) began as the Clinton HIV/AIDS Initiative to address the HIV/AIDS crisis in the developing world and strengthen health systems there. Taking the lead from governments and working with partners, CHAI works to improve markets for lifesaving medicines and diagnostics, lower the costs of treatments, and expand access to life-saving technologies — creating a sustainable model that can be owned and maintained by governments.

 

In 2005, CHAI signed a Memorandum of Understanding (MoU) with the Government of Malawi (GoM) to strengthen health systems in the most challenged districts, provide national support to HIV/AIDS drug pricing and programmatic work, support the pilot and scale-up of prevention of mother-to-child transmission of HIV (PMTCT) initiatives, expand access to ART for children, strengthen the Malawi’s lab system, and scale-up an integrated nutrition program for children. CHAI’s support to Malawi has expanded to include Human Resources for Health (HRH), Vaccines (pneumococcal and rotavirus), and Health Financing.

 

 

Position Overview

 

The Clinton Health Access Initiative (CHAI) seeks a Programme Manager, Sustainable Health Financing (SHF) to help the Government of Malawi (GoM) address challenges of limited resources for the health sector. The Programme Manager will be based in Lilongwe, Malawi and will report to the Senior Programme Manager of the Evidence for Impact Cluster. Malawi faces a challenge of limited resources for the health system, and CHAI has partnered with the government to seek new sources of financing and to realise maximum impact from existing financing. The Programme Manager will lead CHAI’s work in sustainable health financing by providing strategic advice to the Ministry of Health (MoH) on the financial implications of decisions across the national health system.

 

The Programme Manager will oversee and execute projects quantifying the financial gaps in the health sector, helping the government make health financing policy decisions through targeted use of collected data. The Programme Manager will manage the programme’s work on assisting the MoH with planning and budgeting, designing and implementing various health reforms, driving operational efficiencies in the health sector and tracking outcomes and impact in the health sector.

 

The Programme Manager will work very closely with all departments of the MoH, particularly the Department of Planning and Policy Development (DPPD), in addition to cooperating on a regular basis with donors, NGOs, and civil society. This position will have direct and immediate impact on the lives of thousands of patients. It presents an opportunity to work very closely with a government that is committed to finding opportunities for sustainable financing of the health sector, providing strategic advice and developing tools that will deliver improved healthcare for the people of Malawi.

The Programme Manager, Sustainable Health Financing will:

 

  • Serve as a trusted technical advisor to the MoH on a broad range of health financing and systems issues, enabling MoH to mobilize more resources into the health sector and distribute them equitably, effectively and efficiently;
  • Manage the quantification of available resources, costs and gaps in the health sector to inform planning and budgeting for all financing sources;
  • Advise the MoH on mitigating mismatches between funding allocations and cost-effective interventions by quantifying funding priorities;
  • Support planning and budgeting processes for the MoH headquarters and district health offices;
  • Assist the MoH with the creation and prioritization of a new sector-wide strategic plan and an essential health package;
  • Manage the creation of tools to track performance for all MoH departments and district health offices;
  • Manage the development of investment cases for underfunded disease programs and health systems components;
  • Create strategic and operational plans and analytical tools to drive service delivery efficiencies in infrastructure, human resources for health, medical equipment, essential medicines and supply chains;
  • Provide analytical support to the MoH with the design and implementation of various health reforms, including health insurance, decentralization, hospital reform and health funds;
  • Identify bottlenecks in MoH processes and design and execute solutions;
  • Assist in building capacity at all levels of the MoH;
  • Develop and deliver analytical policy memos and presentations to inform MoH and its partners to drive evidence-based operational and policy changes;
  • Expand and cultivate CHAI’s relationships with key officials in the MoH, MoF, and key development partners;
  • Provide management and oversight to two to three highly-motivated and analytical individuals, setting timelines, delegating responsibilities, enabling high performance and professional growth;
  • Provide regular reports to the Senior Programme Manager of Evidence for Impact Cluster, Country Director and CHAI Global Teams on progress of activities;
  • Manage grant proposals, budgets and reporting requirements to donors for the Sustainable Health Financing Programme; and
  • Perform any other duties assigned by the MoH.
 

 

  • An advanced degree, preferably in public health or health economics; or commesurate with work experience
  • A minimum of 3 years’ professional experience in a private or public sector setting, preferably in low- and middle-income country settings;
  • Very strong analytical skills and advanced technical proficiency with MS Excel and PowerPoint (analytical skills and proficiency levels will be tested during recruiting process), demonstrated experience building quantitative models and analysing data to inform evidence-based decision-making;
  • Experience with cost-effectiveness analysis, economic evaluation, designing and implementing health systems reforms;
  • Experience in project planning, management and implementation;
  • Demonstrated ability to navigate complex government processes with multiple influencers and to negotiate and achieve consensus;
  • Excellent business-oriented verbal, visual and written communication skills and demonstrated ability to navigate political discussions objectively and diplomatically;
  • Demonstrated ability to build strategic relationships with individuals of different backgrounds;
  • Demonstrated ability to multi-task, be effective in high-pressure situations and respond to ad-hoc requests while managing an existing workload;
  • Tenacity and a can-do attitude;
  • Demonstrated growth in responsibility in current or previous roles;
  • Demonstrated ability to solve challenging problems without extensive structural or operational support; and
  • English language fluency, both written and verbal.

 

 

Advantages
