best practices in added documents to Media, Action, and Gift

We are in the process of cleaning up and downsizing our database - something that is long overdue - and I am finding that it is overloaded with Word, PDF, and JPG files that have been uploaded to Media and Action/Gift (such as thank you letters for donations, etc.).  I am curious to hear suggestions on best practices in this area - what do other universities/schools that use RE for mostly donor relations and alumni recording, do to manage this and not overload the the database?  Up until now, our database has been used as a storage space for anything and everything so it seems, something that needs to change as we move ahead.
