CHAI teams work in partnership with the government, partners, and other major stakeholders to identify the key obstacles to access and scale-up of essential health services, and to develop sustainable strategies to overcome them. In South Africa, CHAI is supporting the National Department of Health and the South Africa National AIDS Council (SANAC) in its implementation scaling up HIV and TB services. More recently CHAI has supported the development of the new National Strategic Plan on HIV, STIs and TB (2012-2016). One of the aims of this plan is to ensure that 80% of people in need have access to ART. The Government and its partners have been preparing the health system to handle the increase in patient volume by training nurses, helping public health facilities to begin offering treatment, procuring necessary commodities, and securing funding. With the expected influx of clients, it is essential to have timely and accurate data from facilities to monitor the campaign, to inform service delivery and to assess overall strategy at the national level. To strengthen capacity at the provincial level, CHAI is recruiting an M&E Coordinator who will support the Provincial Information Officer and the HAST teams to carry out this function. The National M&E Analyst will work to support both the HIV/ART and the M&E directorates of the National Department of Health to work strategically between the two directorates to strengthen the evidence based decision making of the NDOH directorates using monthly and quarterly data produced by the 3-Tiered Monitoring system. The Analyst must be self-directed, be familiar with the National Department of Health structures and be able to adapt to the differing needs of the programmes. The Analyst will analyze routine data reported into the DHIS and provide feedback to both the HIV and M&E Programmes. Major focus will be on the ART programme data, and then the HIV programme, however as capacity is developed and analysis becomes more routinized focus will expand to additional datasets over time. The aim will be to regularly use the data to produce useful analysis to inform decision making at the National level between both directorates. Challenges with the data will be fed back to the M&E unit to help inform plans for data quality improvement. Responsibilities:
