Adding new constituents - checking against non-constiuents

When one goes to add a new constituent it's easy to search against existing constituents.  However, there is no way to check against non-constituents.

One can check against non-constituents only if adding a Relationship.

What about if one wishes to check against Event Participants that are non-constituents.

Essentially, is some of our non-constituent Participants are added as constituents later on and the Event does not have them linked up because they are there as non-constituents.

 It's easy to have a query of Event Participant Name <ask> non-Constituents but that's an extra step that most users won't take.

Any thoughts?
