Overview:





Since 2002, the Clinton Health Access Initiative, CHAI (formerly the Clinton HIV/AIDS Initiative), has been assisting developing countries in implementing large-scale, integrated HIV care, treatment, and prevention programs.  CHAI is currently active in Africa, the Caribbean, Asia, and Eastern Europe.  In support of national HIV/AIDS programs, CHAI provides technical assistance, mobilizes human and financial resources, and facilitates the sharing of best practices across projects. CHAI has also negotiated agreements with leading pharmaceutical companies that have lowered the cost of HIV/AIDS and malaria diagnostics and treatment in the developing world by 30-90%.  Our ultimate objectives are to make high-quality HIV/AIDS and malaria care and treatment available to all who need it, and to partner with governments and other stakeholders to strengthen healthcare systems and develop sustainable strategies to overcome obstacles to scale-up.

 

CHAI is currently seeking candidates for the position of Monitoring and Evaluation Program Manager to work with the Human Resources for Health team in Zambia.

 

CHAI/Zambia's Human Resources for Health (HRH) team works directly with the Government of Zambia (GRZ) through the Ministry of Health (MoH) and Ministry of Community Development Maternal and Child Health (MCDMCH) to plan, design, and implement programs to alleviate the human resources for health crisis in the country. The HRH team partners with the MoH and MCDMCH to set shared priorities and implement strategic, targeted, and effective programs that work to: (i) expand the number of healthcare workers in the country, (ii) optimize the distribution of the health workforce to improve equity of access and meet the needs of communities, and (iii) enhance the productivity of the existing health workforce.

 

The M&E Program Manager will be required to assist the team in implementing the Government of Zambia's HRH objectives, specifically through the scale up, supervision and retention of the Zambian health workforce. The Program Manager will work in close collaboration MoH and MCDMCH, and other national and international stakeholders to develop and implement innovative, evidence-based strategies to strengthen HRH.





Responsibilities:



  • Identify and document key lessons learned from the CHA pilot and translate these into concrete recommendations for the CHA scale up plan and other HRH initiatives.
  • Support the CHA pilot evaluations completion and ensure the findings are documented and disseminated in collaboration with the HRH team.
  • Support the government to develop and implement a comprehensive monitoring and evaluation (M&E) plan to generate evidence of the HRH program's interventions and milestones- using the program's log frame as a reference
  • Lead the programmatic process evaluation in collaboration with MoH & MoCDMCH
  • Manage and lead the design and implementation of up to three rapid impact evaluations to evaluate HRH program's interventions, relevant to GRZ policy questions
  • Manage the monitoring of the community health assistant m-health data including the entire system, from register design, to capacity building, to issuing quarterly reports to GRZ and stakeholders
  • Advise on continuous program improvement: perform analysis on the impact of the newly trained health care workers on health care availability, health care delivery, and patient outcomes to feed directly back into the improvement of HRH interventions in Zambia
  • Build capacity within the MoH & MCDMCH to manage the inflow and analysis of data for programmatic reports
  • In partnership with the MoH & MCDMCH, co-lead various sub-committee meetings to move the M&E programmatic work forward
  • Participate in the generation of expert feedback required for an informed review of all evaluation work and processes
  • Organize and support facilitation of analysis and report writing in M&E work and general HRH work
  • Manage the HRH Analyst on the HRH team
  • Provide high-quality monitoring and evaluation leadership and program management to the CHAI Zambia HRH team



Qualifications:





Minimum Qualifications:

 

Applicants with a background in epidemiology, strong qualitative and quantitative data analysis skills, leadership, and organizational skills are encouraged to apply.
  • Masters degree in public health or related field (e.g., economics or policy) and minimum of 5 years work experience with increasing levels of responsibility and leadership and, developing and implementing research and evaluations in developing country settings
  • Ability to creatively problem solve and strategic-thinking skills in the application of research and evaluation methods in challenging, fast-paced environments
  • Self-driven and able to launch projects and work collaboratively with a wide range of stakeholders to influence change, inspire teamwork, and efficiently achieve results
  • Exceptional ability to work independently and to develop and execute plans to achieve specified impact with limited guidance and oversight
  • Familiarity with current international standards and developments in monitoring and evaluation
  • Excellent analytical skills and knowledge of program monitoring and evaluation methods (qualitative and quantitative), including experience developing monitoring and evaluation plans, tools and reports
  • Excellent quantitative, problem solving, analytical and statistical analysis skills (including strong Microsoft Excel skills and experience with STATA or SAS)
  • Exceptional written and verbal communication skills (English) and experience in report-writing
