Tracking non-gift payments on RE without Event Module
Does anyone have the need to track non-gift payments on RE? I was wondering if someone does, how is it done? I would like to track participation as well as payment for certain events. I would like to be able to do queries as well for tracking purposes. Any ideas?

I used to do this at an old job. We created a fund for these items/events and did not include it for income reports, but could report on it specifically. Actually, we had a Special Events Campaign, Special Events Fund and then use appeal to track which event.

Sometimes event payments are part gift-part not. I have at some places I have worked had a special events campaign but then two funds - one for the gifts (or part gifts) and one for the non-gifts (or part non-gifts). Your finance office needs to know which gifts (or which part of gifts) are not countable as contributions. The most sensible way to do this is by using a fund (with a corresponding GL string) that goes over to finance.
If a person is paying $250 for an event ticket with a fair market value of $100 I would put the full amount into the campaign but then split the gift $150 to the event gift fund and $100 to the non-gift fund. If there are events where the price is the FMV (or less than the FMV) then the whole payment goes into this non-gift fund.

How does the abiltity to apply benefits fit into this equation? It seems like the receipt amount should be considered the contribution, and the benefit amount is the "non-gift" portion.

We are thinking about setting up a seperate Fund for the non tax deductible part, but I have the same question that you had. I am wondering if you got an answer or figured it out yourself? We do have the Event module, where I typically link the registrations and benefits to the gift. Then I create a receipt with the reduced amount.

We have had this discussion at our org before. Much depends on whether you want the non-donation portion to count in a constituents' giving totals in reports, major gift prospecting, and such. We ourselves would prefer that it not, because oftentimes a fee or registration does not calculate the same way in terms of a constituent's likelihood to give. So, some other possibilities that have occurred to me are:
post the gift with a $0 Gift Amount, but create a Gift Attribute of Non-Donation Gift Amount
enter the gift, but mark it "Do Not Post"
use a gift type of Other and exclude it from reports
as others have suggested, assign a unique fund for additional filtering in reports
We haven't implemented this process, so I can't say with certainty how the methods would work out, but these were some ideas we were bouncing around.1 -

If the entire portion of the gift is non charitable, we add it under "Various People" record and attach it to the person's event record. That way it does not count as a true gift on the constituent records.
To handle split charitable giving, we have gift attributes for all gifts showing if it is charitable or non charitable. This attribute is on every gift we do. The payment is put on the constituents record into 2 lines - one for the charitable portion, one for the non-charitable portion, and both applied to the event. The gift attribute is available for queries and all reports so I can choose what the totals show, all giving or just charitable giving.
Each event also has its own appeal so reports can be pulled for thoses individually.
