Founded in 2002, by President William J. Clinton, the Clinton Health Access Initiative (CHAI) is a global health organization committed to strengthening integrated health systems around the world and expanding access to care and treatment for HIV/AIDS, Malaria and other illnesses. Based on the premise that business oriented strategy can facilitate solutions to global health challenges, CHAI acts as a catalyst to mobilize new resources and optimize the impact of these resources to save lives, via improved organization of commodity markets and more effective local management. By working in association with governments and other NGO partners, CHAI is focused on large scale impact and, to date, CHAI has secured lower pricing agreements for treatment options in more than 70 countries. In addition, CHAI's teams are working side-by-side with over 30 governments to tackle many of the largest barriers to effective treatment and care. The CHAI Rwanda program is currently seeking a highly motivated, flexible individual to provide technical support to the Rwandan Ministry of Health (MoH). The candidate will work the Rwanda Biomedical Center's (RBC) effort to improving their operational processes (with particular focus on drugs supply chain) and strategy definition. Candidates must have outstanding communications skills and cultural sensitivity, as they will be working closely with MoH partners. They must be able to manage multiple tasks and drive multiple work plans forward. They must exhibit a passion for results and commitment to excellence. The period of the contract is from June 2013 to December 2013 with possibility of extension. Responsibilities: Support the development of recommendations for operational processes improvement; this includes the analysis of the current situation (the baseline), the definition of an ideal situation based on the reality of the unit (the goal), and the detail of how to get from the current situation to the ideal one; Implement the recommendations throughout the organization; Build the capacity of RBC staff to run the processes upon implementation; Design and execute analyses to inform strategic and organizational issues; Build the analytical capacity of RBC staff to perform diagnostics and to develop recommendations; Perform other tasks on an as needed basis (e.g. assist on proof reading of documents, or assist in writing news articles); Participate in relevant workshops and meetings with stakeholders. Qualifications: Bachelor's degree preferably in business, accounting, finance, economics, or public health; 3 years minimum experience in the fields of management consulting and/or organizational and process optimization Excellent analytical skills and prior analytical experience; Outstanding diplomatic and interpersonal skills; Strong communication skills, including the ability to synthesize information concisely, and prepare short reports or presentations; Ability to multi-task and deliver on multiple work streams in high-pressure situations with minimal supervision; Fluency in English; French and/or Kinyarwanda fluency a plus; Expertize on finance a plus; Prior experience in building capacity of government officials a plus.
