Prevent Reviewer Chairs from Downloading Gridviews

We have (many) reviewer chairs just downloading grid views and distributing applications to their committees via the .csv file.

They've told us it's easier for them to format the .csv and review that way than it is for them to review applicants multiple times across various scholarships. We are trying to prevent this while still giving the chairs access to the gridview within the review portal because that's where they indicate their nominations.

Aside from making the chair a regular committee member and assigning chair access at a later date, would anyone have a solution for this? We want them to have access to other chair functions but less than half of our faculty will review in the system if they have access to download gridviews. It's also a data problem and we're trying to improve security.
