Do apply-to opportunities not connected with a conditional application have a low applicant pool?

A concern has been raised that students will not take time to apply to “apply-to” awards that are not associated with those they are attached with through the conditional application. To those using conditional applications, please share the following:

• Are you having difficulty getting a viable applicant pool for “Apply-to” scholarships that are not connected with a conditional application?
• Is there a large time difference in completing a general application compared to a general application that points to a conditional application? If so, please share an estimate of the time difference.
