API not returning all application data

We are using the application API to retrieve application data, but we are not getting applications for all opportunities. I can't figure out any common factor to explain why we are getting application data for some opportunities and not others. Any ideas?

    So, it appears that only those that are Assigned Reviews are being returned. Does anyone know if there is a way around that?
