If I add a vendor while adding expenses to an Event does it create constituent record?

When I enter an expense into an event and add a Vendor I see them in the participant list, however, does this create a constituent record for the vendor or not? Is there a list of Vendors somewhere or just as participants for that event. We use the same security firm for all our events so would I enter them on each event or can it become a drop down choice?
