Allow BBNC members to open tax receipt without logging in

Currently, if a BBNC member tries to open the link to their tax receipt, it makes them log in. However, if you are a non-member, you can oepn the tax receipt with no dealy. This is causing poor donor relations! Please change this.

    I just wanted to add a little clarification to anyone else who reads this thread. There are two scenarios.



    1. The user is not logged in when they make the donation, so they will not need to log in when they view the eReceipt.



    2. The user is logged in when they make the donation, so they will need to log in when the view the eReceipt.
