Managing Lists in OLX - Best Practices?

Options
I'm at a new organization and am trying to help implement some best practices.  While I'm familiar with OLX, I've run up against an issue that is new to me.  This org has hit its limit of 200 lists.  I understand that I can't delete old lists, but rather I can make them inactive.  However, the inactive lists still count towards the 200 limit.

Can someone articulate to me what the design and intent is around lists?  I need to reshape our thinking about them and am unsure how to best explain the purpose of the structure.  I think that for every different email the org wanted to send they set up a new list - in other words, one list per query or one list per email.  Obviously, with a limit of 200 that wasn't the intent of the software designer(s).  So... exactly how are we to be thinking about lists?

How is your organization classifying and using lists?  Any recommendations on how we should be thinking about managing lists in the future?

Hi Carlene Johnson‍ - My organization follows the same thought about email lists as you do - "every different email the org want[s] to send they set up a new list".  When we have a new email ready to be sent I go into OLX > Email marketing > Manage lists, and replace an existing list (usually sent in a previous year).  You can do this by: clicking Edit, removing the previous query, updating the name for the list, and adding in the final query you created for the email.  This system works well for us.
