Tracking Campaign without Prospect Module

I need to set up a capital campaign in RE7 without using the prospect module. I need to be able to group different prospect pools, like medical staff, volunteers, other staff, past major donors, corporate donors, etc. And then I need to associate them all with the campaign. I am wondering if there is a nest practice or easy way to do this. From my research, I have come up with the following solution:

Use solicitor to group prospects. Create solicitors titled "cap_medstaff" "cap_majordonors" etc. I can query these groups and then tag them with the solicitors.

Use campaign to associate all gifts and pledges with the campaign. Create a camapaign called "CapCampaign2016." Use the campaign to associate all gifts and pledges.

Is this the way ou would do it? Is there a better way? I am not a RE expert and I am hoping someone can help me.

Might some of these folks already have constituent codes to indicate these categories? That's the first thought that comes to mind. Attributes would be next.
