Teamraiser for a health pledge

Can I use Teamraiser for a health pledge? 1 of our regions will not have a walk this year and in place of the walk we want to have them take a health pledge. I'm wondering if Teamraiser can be used this way. The goal for the participant is to get as many people to take the pledge as possible. Can the fundraising thermometer measure number of people instead of dollars? My goal is to get everyone that takes the pledge to do it online only. I appreciate any thoughts, ideas, experience on the topic.

I think TeamRaisers are all raising money and distributing that ability among the participants.

What if you went with a simple survey instead? Surveys are all about gathering data and reporting.
