Link to previous event - Best Practice

I'm implementing at TeamRaiser for the second year of an event.  Is it best practice to link the new TeamRaiser to the past event, so participants can access their participant center?

Also, not sure how to manage the "Can teams return from previous event" setting, but it seems go with the previous question.
