The Manager, State Government Relations & Advocacy will help identify and remove the barriers families face as they navigate the healthcare delivery system.

The Manager, State Government Relations & Advocacy will partner with the Vice President, Government Relations & Advocacy to advance ZERO’s policy objectives across the United States. The ideal candidate is a motivated, highly organized, adaptable team player with an interest in the state and grassroots advocacy efforts of the organization.

Duties/Responsibilities:

  • Lead ZERO’s state policy efforts of passing zero-cost prostate cancer screening in at least 25 states by 2030 in conjunction with the Vice President, Government Relations & Advocacy.
  • Develop and execute campaign plan timelines to establish and meet goals, strategies, tactics, evaluations, work plans, deliverables, and deadlines while working with internal and external partners.
  • Track state legislation and policy developments relevant to ZERO’s advocacy policy priorities, focusing on screening, detection and diagnosis, patient access to prostate cancer care, and reducing disparities in prostate cancer care and outcomes.
  • Identify opportunities for policy and advocacy at the state level and mobilize action by ZERO and its advocates.
  • Coordinate external partners and volunteers to support policy efforts to amplify ZERO’s state advocacy efforts, including strengthening the existing ad hoc coalition for state prostate cancer policy.
  • Serve as ZERO’s representative with members of the state legislature, their staff, and other state government officials to gain support for ZERO’s advocacy efforts.
  • Plan and execute mobilization activities, including potential state lobby days and policymaker education events, as needed.
  • Draft fact sheets, action alerts, testimony, talking points, position papers, memos, and other state policy-related documents.
  • Collaborate with the Government Relations & Advocacy team to strengthen ZERO’s grassroots advocate network.
  • Provide state government relations updates to the ZERO team and program sponsors via written communication and meetings.
  • Work with ZERO’s Partnerships team to secure program funding.
  • Review and support drafting of press statements, opinion pieces, talking points, and social media content focused on state policies.
  • Maintain compliance with state lobbying laws, as required.
  • Collaborate internally across teams to facilitate partnership building and program implementation in order to ensure cohesive integration of state advocacy efforts.
  • Other duties as assigned, including staff support of the ZERO Summit.

Desired Knowledge/Skills/Abilities:

  • At least 1-2 years directly related experience with a track record of engagement in successful state policy campaigns, researching policy and law changes, and research on the impact of laws and health care.
  • Sound political judgment and a pragmatic approach to advancing policy.
  • Familiarity with state legislative tracking resources.
  • Excellent written and oral communication skills and ability to create materials for a wide range of audiences while working across teams/departments.
  • Ability to manage coalitions of partner organizations.
  • Knowledge of tactics to recruit, develop, deploy, and manage volunteer advocates.
  • Ability to adapt to changing situations.
  • Ability to manage time effectively and meet deadlines while managing multiple tasks/projects simultaneously and accurately.
  • Outstanding attention to detail and organizational skills, including the ability to recognize and communicate priorities and help to execute on them in a fast-paced environment.
  • Ability to work independently.
  • Exemplifies ZERO’s culture of humble, hungry, and smart.

Minimum Qualifications:

  • Bachelor’s degree in Political Science, Communications, or related field preferred; or the equivalent years of experience.
  • A background in policy, government relations, and/or state advocacy in a health care setting is required.
  • 3-5 years experience in health policy and/or government relations with a state advocacy focus.

Preferred Qualifications:

  • Prior experience working in a healthcare nonprofit, membership association, grant-funded organization, state legislative official, or state public health agency setting.
  • Master’s degree in Public Administration, Public Policy, Political Science, or related field preferred, or the equivalent years of experience.

Physical Requirements:

  • Constant use of a computer and other office productivity equipment, such as computer printer, calculator, and copier.
  • Prolonged periods of a stationary position at least 50% of the time.
  • The ability to recognize details at close range for extended periods of time.
  • The ability to communicate information and ideas so others will understand. Must be able to exchange accurate information in these situations.

This role will report directly to the Vice President, Government Relations & Advocacy, and will work closely with the entire Mission team to support ZERO’s mission to end prostate cancer.

This position is based remotely, and candidates may live in any area within the United States. This role may require nationwide travel approximately 25% of the time.
