Can an action be taken targeting groups, not individuals?

You can select all the members of a committee as the target, however there is the committee itself (with its own email address).

On the admin side selection of all members as contact is done through the typical target management flow:

Advocacy > Edit/New > 4. Select Targets > Manage Targets > Congressional Committee > Federal House Committee > House Committee on Foreign Affairs > check Committee Members
