How to best notify parents there is a contract ready to view

We are new to doing on-line contracts. In the past we always emailed them out for parents to print and sign. I am having some issues with generated contracts not being opened and viewed by parents which leaves them sitting on the generate list. Then when I add new contracts (and even though I mark only for the new ones to be generated) it seems they are all re-generated again and again. We have what I thought was an automated email going out as soon as a contract is activated but it doesn't seem to be working the way we expected. When looking at the communication report it seems that some parents have been sent the email multiple times and others not at all. I can not see a reason for why some parents are not being sent an email. Does it have to do with the way the dates are set up? How can I best generate single contracts without re-generating old ones? Is there a way for me to send the "You have contracts ready to be viewed and accept" email to selected parents through the system, or is there a better way of notifying everyone? Wondering if I should send out a first email myself and then have a reminder through the system? I have not been able to get a clear understanding of how it is connected through chats with Blackbaud representatives, even if they have been helpful in other ways. Any ideas on best practices at other schools would be very much appreciated.
