Email Audience Filter - Bug LO_5770 - BB changed core logic

Options
ADA reported a bug where the email filter wasn't working.  The solution engineering came up with was to try and make the descriptions match the bug.  BB has changed the logic on the email audience filter so that now instead of being able to target those that did not get the email OR did not open the email OR did not take any action it's would consider that an AND AND AND, meaning they did not get the email AND did not open it (how could they, they didn't get it) AND they didn't take action (again, how could they, they didn't get it), ALL 3 conditions must be met.

From the release notes @ https://www.blackbaud.com/files/support/helpfiles/luminate-releasenotes/Luminate_Release_Notes.htm#Luminate_Online/current.htm#1910
LO-5770
To clarify Email Campaign filter behaviors, when multiple delivery filters are applied to an Email message, the filter summary now separates the filters with the word "AND" instead of "OR" on the Delivery Details page.

I've been challenging this for months before they applied it.  BB is stating that this is truly the intention of the function AND that it makes marketing sense to have tools that work in this way.  I can't find any email marketing people that agree with that and BB is not listening.  Please share your opinion.  We're open to seeing how the fix makes sense and/or help trying to get BB to understand why it does not.  Looking below at the configuration elements I cannot see any logical way that "AND" logic is practical nor can I see why these would be practical exclude groups.

When you go to

1. Configure Message Delivery

a. Filter your Audience to limit who will receive this message

You are now actually creating an audience to EXCLUDE

Even though every filter has "...Select this filter to send this message only to members of the target audience who...", BB now say what is really meant is that you want to EXCLUDE them.

1.    Audience Filters:

Optionally, you can determine that only a portion of the members of the target audience will receive this message by selecting a filter with a condition to meet. If you select more than one filter, the message will be sent to only those members who satisfy all [I believe this, "who satisfy all", was part of the "fix"] of the specified conditions. (Note that you do not have to select any filters.)

Click the appropriate checkboxes to send this message to members of the target audience who:

Have Not Been Sent a Campaign Message
Select this filter to send this message only to members of the target audience who have never received a message from this campaign before. This message will not be sent to any members of the target audience who have received a message from this campaign.

Have Not Opened a Campaign Message
Select this filter to send this message only to members of the target audience who received, but never opened, a message from this campaign. This message will not be sent to any members of the target audience who opened a message they received from this campaign.

Have Not Clicked a Link in a Campaign Message
Select this filter to send this message only to those members of the target audience who have opened a message from this campaign, but did not click a link in the message. This message will not be sent to any members of the target audience who opened a message from this campaign and then clicked a link in the message.

Have Not Completed an Action Associated with a Clicked Link in a Campaign Message
Select this filter to send this message only to those members of the target audience who received a message from this campaign, clicked a link in the message, but never completed the associated action. This message will not be sent to any members of the target audience who received a message from this campaign and then completed an action associated with a link in the message.

Have Completed an Action Associated with a Clicked Link in a Campaign Message
Select this filter to send this message to any members of the target audience who opened a message from this campaign, clicked a link in it, and then completed the action associated with the link. This message will not be sent to any members of the target audience who have not completed all of those steps.

I appreciate all reviews on the subject and feedback.

Thanks
