Registration fee counting as a donation (sort of)

I came across an issue today using Report Writer where I included Number of Confirmed Donations and Total $ of Confirmed Donations as columns. Weird thing was, I was seeing donations, but the $ amount was $0. After some sleuthing, I concluded that primary registrants who paid their registration fee were counting as donations - but not treating the amount toward any donation totals. So, a participant who registers and creates a new Constituent 360 contact record will have Donor Status of Donor. Even though there was no additional gift during the registration process. The Tax Deductible Amount of the registration fee is set to $0. They will be seen as having 1 donor, but have raised $0.

The problem this causes is that reports are wrong - counts are off, averages are affected, constituents are listed as donors when they are not.

Has anyone else had any similar problems with this?
