Duplicate Records on Raisers Edge

How do you stop members from signing up to net community when they already have a record. My exprience is once you have an account with any organisation, it does not allow you to sign up again, it ask you if you have forgotten your username or password. Is this something Blackbaud can look at as it is very frustrating when you have duplicate records.
