Event Cancellation fee process

Wondering about practices re: enforcing event cancellation fees.  We have a stated policy and associated fee, but not sure how to collect the fee, other than invoicing - which could make for messy accounting since some invoices will go unpaid.

Are these fundraising events? I have never charged a cancellation fee to anyone for a fundraising event. Any cancellation policy I have issued has been regarding refunds and whether or not the individual can get a full or only partial refund (or no refund). If after the order dates for food, etc. then only a partial refund (or no refund if the price is very low) - in this way you cover your costs (which is essentially what a fee would do).

I could never envision myself invoicing a donor for a cancellation fee. I shudder to think of it. Most people who have ever cancelled on me actually have donated the refund to the event.
