Founded in 2002, by President William J. Clinton, the Clinton Health Access Initiative (CHAI) is a global health organization committed to strengthening integrated health systems around the world and expanding access to care and treatment for HIV/AIDS, Malaria and other illnesses.   Based on the premise that business oriented strategy can facilitate solutions to global health challenges, CHAI acts as a catalyst to mobilize new resources and optimize the impact of these resources to save lives, via improved organization of commodity markets and more effective local management. By working in association with governments and other NGO partners, CHAI is focused on large scale impact and, to date, CHAI has secured lower pricing agreements for treatment options in more than 70 countries.  In addition, CHAI's teams are working side-by-side with over 30 governments to tackle many of the largest barriers to effective treatment and care.

 

 

Overview:

The goal of the HRH program is to strengthen the health workforce necessary to create a high quality, sustainable healthcare system in Rwanda. The HRH Program aims to significantly increase the quantity and quality of Rwandan clinicians and health sciences educators including: medical doctors, nurses and midwives, and health managers. This substantial scale-up will be achieved with the assistance of an unprecedented consortium of 23 highly ranked US academic institutions. Each US school is sending full-time faculty members to Rwanda to help improve teaching, research, curriculum development, and mentorship over an 7-year period. The Government of Rwanda has already established a strong record of success in leading donor-funded health projects of a similar scale and complexity. CHAI is supporting the Ministry of Health (MoH) to manage the HRH Program during the critical planning and early implementation phases. Responsibilities:

The Senior Financial Analyst will be responsible for supporting the Ministry of Health's Finance Unit to manage a team that focuses on programmatic budgeting, execution, disbursement and accounting needed to implement the program's $33.6 million grant from two large donors.  The Senior Financial Analyst will be responsible for developing transparent systems with the Ministry of Health Finance Unit and will ensure the timely disbursement of funds to stakeholders and will support the documentation of financial reporting. It is expected that finance related activities will take 70% of the Senior Financial Analysts' time, and the remaining time will be to support in the analysis, planning, and troubleshooting of other high priority areas of the HRH program which include but are not limited to US faculty and institutional support, Rwandan faculty and student support, and monitoring & evaluation.
